Yes, Those are Psilocybe cyanescens -
they like wood chips, urban areas, and
I find them nearly every year in Mary S. Young Park in West Linn,
usually under Pinus contorta in the parking area at the east end of the park.
that bluing is quite distinctive, and also the nearly black spores.
