I think this is a Suillus

It has
a visid cap
pores are in rows
a ring and
brown spores

However I don't understand what the references mean by
"granular dotted stem"

To me, they typically look like little drops of liquid
that have exuded from the stipe and hardened.
(I'm not saying that's the actual mechanism by which they are formed
-- they just look like that.)
