Joshua Vlach, Entomologist, Oregon Dept. of Agriculture said:

This is the Western conifer seed bug, a common native leaf footed bug. They feed on the sap in developing cones, but can also feed on other plant groups. They can be pests in conifer seed plantations, but in general are harmless. They do occasionally make their way into homes, possibly for shelter.

There are nearly always gaps around doors, windows, in siding, through the crawl space or attic that an insect or spider can find its way in through.
